Put pressure on the government of Zimbabwe to meet its obligations under international law to respect, protect and fulfil the human rights in the country. Ensure there is a clear human rights policy for addressing failure to allow humanitarian aid, with clearly spelt-out responsibilities for different UN agencies. Such a policy should comprise phased steps, moving from representations and advocacy by the UN country team to representations by the UN at the Headquarters level to public statements by the UN.
