To ensure consistency in the application of procedures, while maintaining the
dignity and the secrecy of their vote, a review of the procedures and approach

the vote.

targeting women, youth and people who are illiterate. We recommend the
prioritisation of such campaigns to ensure increased participation of these
groups.
To continue to strengthen voter confidence in the electoral process, a more
robust civic awareness and voter education programme – designed and
implemented by the ZEC, political parties and all relevant stakeholders – is
encouraged.

staff capacity is recommended to identify the successes, challenges and lessons
that can be learned to build and strengthen the capacity of the Zimbabwe
