(2) A council may and, if so directed by the Minister, shall delegate to its executive
committee any of its functions, other than a function assigned to the mayor.
(3) The council may at any time amend or revoke any delegation in terms of subsection (2),
other than a delegation effected at the direction of the Minister.
(4) The delegation of any function to an executive committee in terms of subsection (2) shall
preclude the council from exercising the function:
Provided that the executive committee may, instead of exercising any particular function
delegated to it, submit its recommendation to the council for the council to exercise the function
concerned.
(5) For the purpose of enabling it to supervise and monitor the organization, operations and
affairs of the council, an executive committee may call for reports from the town clerk and
direct him to investigate any matter and report to the committee thereon.
(6) An executive committee—
(a) shall submit monthly reports to the council, showing the decisions taken by the committee
during each month; and
(b) may report to the council on any matter which, in the committee’s opinion, should be
considered by the council.
94 Meetings of executive committee

for the discharge of its functions.
(2) No person other than the members of the executive committee, the town clerk and the
chamber secretary shall be present at a meeting of the executive committee:
Provided that if—

(b) the mayor has invited any other person to attend a meeting in connection with the
consideration of any matter;
that employee or other person shall attend the meeting.
95 Fees payable to members of executive committee
(1) In addition to any expenses and allowances which are lawfully payable to a councillor, a
member of the executive committee shall be paid a fee at a rate fixed by the council not
exceeding such sum as may be prescribed.
(2) A councillor who acts as a member of the executive committee for a continuous period of
not less than thirty days shall be entitled to be paid the fee fixed in terms of subsection (1) for
the period he so acts.
(3) The provisions of subsection (2) shall not be construed as precluding the payment to a
member of the executive committee of the fee fixed in terms of subsection (1) during any period
that he is absent from the business of the executive committee and another councillor has been
appointed to act in his place.
96 Standing committees of council
(1) Subject to this section and section ninety-seven for the better exercise of its functions, a
