The matter was put to a vote. 16 delegates voted in favour of the thematic committee to remain as Gender and transitional justice. 11 abstained. 18 voted for the change from Gender to Women and Transitional Justice. 4.2.1 Amnesties There were fears in the conference that amnesties can be open to abuse. There was, however, an acknowledgment that the world-over amnesties have been used constructively. The meeting agreed to that amnesties need to be under strict guidelines. Perpetrators of serious international crimes like crimes against humanity, sexual offences and murders must not qualify for amnesties. Suggestions were made that collaborators, perpetrators of minor crimes as well as children can be made eligible for amnesty. 24
