Furthermore, the Policy is intended to encourage an understanding amongst young men and women of the processes of governance and provides opportunities for their participation in provincial and local programmes, thus enabling young women and men to play a positive role in development. Furthermore, the National Youth Policy provides a foundation and direction for a National Youth Action Plan. This Plan complements the Policy and describes the role of all agencies engaged in youth development and the programmes, services, facilities and activities they undertake to achieve the goals and objectives of the Policy.
