NCR Non-Citizen Resident A person who– (a) is not a citizen; and (b) is the holder of– (i) a current permanent residence permit issued or deemed to have been issued in terms of the Immigration Act [Chapter 27]; or (ii) a “foreigner’s” registration certificate issued in terms of the Africans (Registration and Identification) Act [Chapter 241] 4. ALIEN Alien (1) A person– (a) who was born in Rhodesia on or after the l2th January 1973; and (b) whose father or in the case of an illegitimate person mother was at the time of his birth neither a citizen nor ordinarily resident in Rhodesia. (2) A person who does not fall within any classification in item 1, 2 or 3 above.
