The Commission recommends that the State should expeditiously domesticate the Kampala Convention into national legislation in a way that establishes a national framework addressing internal displacement in a comprehensive manner. h. The Commission recommends that the State seeks cooperation with international organisations, humanitarian agencies, civil society organisations and other stakeholders to come up with measures to achieve a durable solution to the problem of destruction of homes and livelihoods (and displacement) due to flooding and/or other natural disasters.
