publication of the results of the elections. All these stages require
standard operating procedures and policies which must be
published and understood by the public and the public must be able
to see that these processes are in conformity with the constitution
and electoral law.

Therefore, the Applicants will move for a declaratory order that
in terms of section 3 (2) (g), section 156 (a) section 233 (d) and
section 239 (a) of the Constitution of Zimbabwe and section 3 of the
Electoral Act the First Respondent has a legal duty to disclose all of
its standard operating procedures, processes, policies and internal
manuals which relate to the conduct of elections and make them
available for public scrutiny at least three months before the
election.

In addition to the general declaratory order, we will deal
separately below with specific disclosures relating the various
aspects of the work of the First Respondent which require attention
in the interest of electoral transparency.
