Respondent, not later than one week after the publication of a
proclamation or notice fixing the dates of an election, the First
Respondent shall begin a programme of voter education directed at
the electorate in the election. In this respect, I contend that the First
Respondent, in the interest of transparency, ought to publish a
programme on the intended voter education exercises it intends to
carry out, including the geographic locations in which such
exercises will be carried out.
49.
The provision of information on intended voter education
exercises would ensure that the public is kept aware of the work of
the First Respondent in conducting the election, and in ensuring that
the Applicants, its beneficiaries and all other voters are aware of any
voter education exercises that will be carried out in their area.
Considering that there are limitations on provision of voter education
by other entities that are not accredited by the First Respondent, the
public will heavily rely on the voter education to be provided by the
First Respondent, making it critical for the First Respondent to
publish information of its intended voter education exercise. On the
basis of the above, the Applicants will move for a declaratory order
that the First Respondent has a legal duty to publish information
relating to its intended voter education exercise.
