In that respect, there is obviously a need for the First Respondent to publish the criteria and processes which it will put in place in order to perform its function of monitoring the Zimbabwean media during an election period. In that respect, the Applicant will move for a declaratory order that the First Respondent has a legal duty to produce and publish its criteria for monitoring media houses, in the interest of transparency in the electoral process as provided for under sections 156 (a) and 239 (a) of the Constitution. 65.
