INSTRUCTIONS TO THE VOTER
(These instructions are for information only and do no form part of the prescribed form)
1. Before marking the accompanying ballot paper, the voter must produce—
(a) the ballot paper showing the number thereon; and
(b) the declaration of identity; and
(c) the envelope in which he or she received the ballot paper;
to a competent witness: a list of competent witnesses is given on the back of this form.
2. The voter must sign the declaration of identity in the presence of the competent witness, who
must also sign the declaration and add the title under which he or she acts as a competent witness.
3. The voter must vote by secretly placing a cross in the rectangle on the ballot paper opposite the
name of the candidate for whom he or she desires to vote. He or she should not allow any person to see
how he or she has voted.
4. Immediately after voting the voter must, in the presence of the competent witness, but without
disclosing how he or she voted, place the marked ballot paper in the enclosed small envelope on which
are printed the words “Ballot paper envelope” and effectively close that envelope. He or she must then
place the ballot paper envelope, together with the Declaration of Identity, in the other large envelope
addressed to the constituency elections officer and, after closing it effectively, dispatch the same by
registered post without delay or hand it to the constituency elections officer.
If the voter is a member of a disciplined force (i.e. the Defence Forces, the Police Force or the
Prison Service) he or she may transmit the envelope to the Chief Elections Officer through his or her
commanding officer. Unless the voter returns his or her ballot paper at once, it may be too late to be
counted.
