- Summary
The March 2002 presidential election was preceded by months of intensive violence and intimidation against MDC supporters, and more than 50 people, mostly opposition supporters, were killed. President Mugabe was declared the winner over challenger Morgan Tsvangirai by a 56% to 42% margin. Most international observers condemned the election as seriously flawed--the pre-election environment was neither free nor fair, and the election itself was marred by significant fraud and rigging--but regional opinions were mixed.

The European Union, the United States of America and other Western nations have applied selective financial and travel sanctions against President Mugabe and other Zanu-PF leaders, and some of these powers have also made unsuccessful attempts to challenge Zimbabwe’s human rights record in international fora, including the UN General Assembly and the UN Commission on Human Rights.

The report highlights that the effectiveness of any electoral reforms depends on how the electoral laws are applied and enforced in practice. Legislation alone cannot prevent malpractices. The best remedies against them are an impartial, efficient and active Electoral Commission; rigorous observation and monitoring of all stages of the electoral process; and impartial and professional enforcement of the laws by law enforcement agencies.

- Summary
This section will discusses issues related to the monitoring technologies used in the creation of the voter list, irrespective of whether the creation will be a one-time occurrence or continuous or periodic exercise, or whether it will be a voter-initiated or state initiated process. What they all have in common is that the voters' data are not immediately recorded as electronic records in a central voter registration database and that fairly complex and sensitive operations must be used to collect and process these data.
