A major human rights and humanitarian crisis has been developing inZimbabwe for the past several years and has reached a critical juncture.Relative to other trouble-spots in Africa, the nature and dimensions of thecrisis in Zimbabwe are simple. There are no rebel forces fighting for controlof resources or territory, no secessionist movements seeking to break away,no religious conflicts, and no collapse of state institutions. Rather,Zimbabwe is a classic case of an authoritarian government clinging topower and using whatever methods it considers necessary to ensure itscontinued survival.

The month of April also witnessed increasing tensions between the government and its employees with the government failing to respond to the concerns of workers in the public sector. This led to another strike by nurses, which compromised the right to health care. The March 2018 strike by doctors was followed by a nurse’s strike on 16th of April. Vice President Chiwenga responded by firing all striking nurses violating section 65 (2) (3) of the Constitution, which recognises the right of all employees to engage in collective bargaining with the exception of the security service.

All provisions that interfere with the financial autonomy of the Commission need to be revised so that they are in line with United Nations Standards which call for clear operational independence for independent Commissions.

This bill is the successor to the National Peace and Reconciliation Bill H.B 13, 2015 (the old Bill) which was gazetted on 18 December 2015 and withdrawn from Parliament in May 2016 following criticism by the National Transitional Justice Working Group (NTJWG), the Parliamentary Legal Committee, as well as members of the public during the Public Hearings held from 10 to 18 April 2016.
