“Exclusion lists” were distributed around lunch hour on voting day to most polling
stations in Gweru urban and many other constituencies around the country. The
exclusion lists contained information on voters who had been excluded from the voters’
roll per polling station. The reasons for exclusion were varied and codes were provided
to classify such reasons. This was not covered during the training of election officials
by ZEC and the lists were delivered late with no explanation leading to confusion on
the use of such lists. Some Presiding Officers erroneously referred to them as
supplementary lists that were in use in previous elections.
ZHRC categorised forced assisted voting as a form of intimidation in line with Section
133B (c) (i) of the Electoral Act where “a person compels or attempts to compel a
person or persons generally to vote for a political party or candidate”. Intimidation
reports received by the Commission related to forced assistance on polling day as
some members of the community were assigned a person who would accompany
them to vote. A high number of assisted voting cases were reported in 7
Constituencies namely, Chivi North, Murehwa South, Buhera South, Gokwe North,
Shamva North, Bindura North and Hurungwe West.
