Protecting, Promoting and Enforcing Human Rights and Fundamental Freedom 5.0 Organisational structure of the ZHRC 5.1. Commissioners In the year 2015, the ZHRC continued operations with eight (8) Commissioners out of a complement of nine (9) including the Chairperson and the Deputy Chairperson who are full time. Some of the Commissioners began serving their second terms following renewal of their terms in March 2015. The Commissioners are appointed for five (5) year terms which may be renewed once at the discretion of the appointing authority.
