2. If the human rights violations are connected to the land disturbances, reported incidents again should be random since the land disturbances have been going on since February 2000; 3. If the human rights violations are connected to elections, then one might expect to see an increased number of reported incidents corresponding to the times of elections. Overall results There is considerable variation in the numbers of reports over the reporting period. For example, as can be seen from Table 1, there are very few cases of rape reported, but this may not indicate that rape was infrequent since there are many factors that result in low rates of rape reporting. Again, although the number of torture cases is considerably higher than any other form of violation, one cannot make any inference about the actual number of cases of torture in the period studied. 10
