Figure 2 ZHRC Commissioners observing a homestead which was affected by floods in Butabubili. The family was using one hut and the two makeshift structures, the donated tent and plastic structure as their bedrooms. 4. Limitations During the Tsholotsho visit the ZHRC team was supplied with different accounts and views surrounding the disaster. This was coupled by the deficiency of reliable sources of material to verify statistics and facts on lost property and affected people. In most instances, government/local authorities’ employees were sceptical about revealing information about the disaster. Furthermore, the community was now tired of just being interviewed, they had an expectation to be assisted since some visitors had promised to render assistance that has not materialised to date.
