Fully implement the recommendations contained in the 2005 Report of the UN Special Envoy of Human Settlement Issues in Zimbabwe. Develop a comprehensive human rights-based housing programme to address the housing needs of all victims of Operation Murambatsvina. Seek international cooperation and assistance to ensure minimum essential levels of economic, social and cultural rights for the whole population, in particular food, housing, safe drinking water and sanitation, essential health care and primary education.
