Parliament has failed to prioritise the legislative agenda as required by the GPA due to limited
effort. The passage of Bills fell far short of the expected outcome, as outlined in the Government
work plan and the PM’s speech.
TRANSITIONAL JUSTICE AND NATIONAL HEALING
Compliance
•
Political violence between party members, on the whole, has decreased since the formation
of the Inclusive Government.
•
The three Principals have, on several occasions, including Independence Day celebrations
and the launch of the Constitutional Outreach, advocated strongly for non-violence.
Non-compliance
•
Political violence and intolerance resurged in advance of the constitution making outreach.
Military and quasi-military agents were deployed to threaten and intimidate citizens. Traditional
Leaders are also complicit.
•
The Organ on National Healing has achieved nothing tangible and has failed even to issue
statements condemning violence or investigate claims.
•
Violence continues to take place on the Commercial Farms with no cessation of the land
invasions, harming farm workers and farmers.
•
The state media’s continued use of hate language and partisan reporting is hugely detrimental
to the project of national healing.
•
Ideological differences, mutual distrust, lack of transparency and disrespect are causing
considerable friction between parties to the GPA, evidenced in public squabbles by Government
members.
•
Those with political, constitutional or other social views, including members of the Gay and
Lesbian community, that conflict with ZANU-PF’s ideology find themselves being targeted for
persecution.
