Section 24(2) states that sections 2, 3, 4, 18, 19(a) (new definition of "voter" only), 20 and 22, the First
Schedule (Part I only) and the Second Schedule come into force on the date of commencement of the Act,
namely, the 14th September, 2005, the day on which the Act was published in the Gazette. The remaining
provisions of the Act will not come into full operation until the Senate is duly elected and constituted in
terms of the transitional provisions contained in the Second Schedule to the Act. Nevertheless, all
amendments made by the Act have been incorporated in this version of the Constitution, which may,
therefore, be said to reflect the text of the Constitution as it will be with effect from a date yet to ascertained but probably not before December, 2005 (the Minister of Justice, Legal and Parliamentary Affairs
having been reported as saying the Senate elections will be held in that month).
