(2) .\s soon as practicable after receiving a consolidated report in terms of subsection (I )(h), the :\ linistcr shall lay it before the Senate and the :'\ational Assembly."; (f) by the repeal of sectton 15 and the substitution of--- "15 Administration of Fund (I) Subject to this Act, the hmd shall he administered by the :\ finister through the Director of the l 'nit \Vho shall act on he half of and in accordance with any instructions of the \linister. (2) With the approval of the :\finister, the Director of the l. nit shall open one or more han king accounts into \vhich all moneys received on behalf of the Fund shall he paid.
