Summary: The report documents the outstanding areas of implementation according to domestic law and international obligations. It documents deficits in fully operationalising the National Peace and Reconciliation Commission (NPRC), the Independent Complaints Mechanism (ICM), and the Ethics and Integrity Committee (EIC). The report documents other processes which include the Commission of Inquiry into August 1 post- election violence. It further documents interventions by civil society actors such as litigation for redress on behalf of victims and the mobilisation of stakeholders at the symposium towards a transitional justice policy.
