24. Unqualified persons not to apply for ballot paper
A person who knowing that he or she is not entitled to vote at an election shall not apply to a presiding officer for a ballot paper.
25. Prohibition of taking of photographs
No person shall—
(a) within a polling-station take any photograph while polling is in progress except with the permission
of the constituency elections officer; or
(b) take any photograph of any person within a polling-booth.
26. Old forms and availability of new forms
(1) In this section—
“new form” means any form set out in the First Schedule;
“old form” means any form prescribed in the repealed regulations.
(2) Notwithstanding section 3, any printed copy of an old form which is substantially similar to the corresponding new form may be used for the purposes of the Act until the existing stocks thereof have been exhausted.
(3) An old form used in terms of subsection (1) shall be accepted for all purposes as if such form were the
corresponding new form.

28. Security to be given for purposes of section 168 (3) of the Act
The security to be given by or on behalf of a petitioner to an election petition under section 168 (3) for the
payment of all costs, charges and expenses that may become payable by the petitioner shall be an amount
which is not less than five hundred United States dollars payable in cash or by bank-certified cheque.

29. Complaints to Commission
Any complaint referred to in section 190(1) of the Act against any decision of the Registrar-General of
Voters or constituency registrar referred to in that section shall be lodged with the Commission within fourteen
days of that decision and shall be in form V.25.
30. Offences and penalties
Any person who contravenes sections 7(1), 9, 14(3), 24 or 25, shall be guilty of an offence and liable to a
fine not exceeding level ten or to imprisonment for a period not exceeding one year or to both such fine and
such imprisonment;
31. Repeals
The regulations specified in the Fourth Schedule are repealed.
