Zimbabwe Human Rights NGO Forum Special Report 1. 2. 3. 4. 5. Gender and Constitutional Issues An independent Gender Commission should be established to guide, monitor and evaluate the implementation of legislation and policy in relation to women’s gender issues. The national budget should provide adequate funding for the Commission. Measures must be taken to strengthen the capacity of those engaged in gender-focussed research and to increase the production of gender-sensitive information. Government, political parties, the private sector and civil society organisations should adopt the goal of bringing gender into the mainstream in all aspects of their management, policies, programmes, procedures and organisational behaviour. Public interest litigation should be established to enforce women’s gender rights. There must be a consistent gender audit of policies, the budget, and legislation. 24
