The “press data” and the “Forum data” were compared in order to determine their comparability
and hence the validity of the “Forum data”.

As can be seen from Figure 1, there was a reasonable fit between the data from the public
domain and the case reports made to the Human Rights Forum in the geographical distribution of
reports and cases. However, as can be seen from Figure 2 [over], the data from the public
domain and the case reports show no common pattern, except that there is some agreement for
the years 2001 to 2003, and both data sets show a decline in violations from 2004.
