Endorsements should be recorded with the Global Network of Domestic Election Monitors (GNDEM), or any of the regional networks of non-partisan citizen election observation and monitoring organizations that have endorsed this Declaration and Code of Conduct. Endorsements may also be recorded with the National Democratic Institute (NDI), which facilitated the consensus building process leading to this Declaration and Code of Conduct. When an endorsement is recorded by any of the listed entities, it shall inform the others of it in a timely manner. 15
