Judgment No. CCZ 10/2018 Const. Application No. CCZ 80/2016 In Biti & Anor v Minister of Justice, Legal and Parliamentary Affairs & Anor SC 10/2002, at P. 13, Ebrahim JA underscored the point that a Bill must be introduced and dealt with in terms of the Constitution and that the procedures relating to the introduction or reintroduction of Bills must follow the procedures stipulated in Standing Orders.
