3.4
Create and defend a democratic, just and responsible system of governance,
that upholds the constitution as the bedrock of national democracy and
individual freedom and security through the rule of law and the impartiality
and verity of the judiciary and civil service.
RECOMMENDATIONS
The core-values articulated above need to be inculcated into the national
consciousness in several ways:
3.4.1 Some of them, like justice, must be reflected in our constitution, particularly when
it comes to levelling out the electoral playing field.
3.4.2
The values must be exemplified in the operation of all the three organs of state:
the legislature, the executive and the judiciary.
3.4.3 Every social unit must practice these values, starting from the family level and
going into Churches, schools, commerce, industry and every government
department.
3.4.4 Values education must be introduced in our schools and tertiary institutions. In
some nations this is already being done and we could learn a lot from their
example which is committed to making values a core part of schooling. This is in
recognition of the fact that education is as much about building character as it is
about equipping students with specific skills.
