As such, the appointments of these ten additional Ministers were unconstitutional, unlawful, and void – a literal case of executive excess.

On the 18th of December 2015, the Zimbabwean Government gazetted the National Peace and Reconciliation (NPRC) Bill .This is in line with Sections 251, 252, and 253 of the Zimbabwean constitution that provides for the establishment of an Independent Commission known as the NPRC. The major aim of the public hearings was to collect the views of communities on the NPRC Bill but the task was comprised by a lot of technical, procedural and logistical challenges.

Falanga is unequivocally a form of torture and constitutes a serious criminal assault under Zimbabwean law. This form of torture has become particularly prevalent in the past five years. Although falanga has been reported in previous decades, it now appears to be very widespread indeed, and almost routine, both inside and outside of places of detention.
