FOREWORD This module was prepared for capacity development of human rights monitors (HRMs) and Communities on Citizen Journalism. The objective of improving capacity of HRMs is to enable them to actively participate in sustainable implementation of an early warning and early response system for community protection. Prepared in simple language, the module may be used on a training of trainer model, making it sustainable to rollout trainings for a larger group of HRMs. ii
