Reconciliatian Commission is not consistent with a recommendation of the Judicial

252 Functions of National Peace and Reconciliation Commission
The National Peace and Reconciliation Commisston has the following
functions-
(a)

to ensure post-conflict justice,healing and reconciliation;
(c)
to bring about national reconciliation by ercowraging people to tell
the truth about thepast andfacilitating the making of amends and the
to develop and intplement programnxes to pronnte nntional healing,
tunity and cohesion in Zimbqbwe and the peaceful resolution of dispuas ;
provision ofjusttce;
(d)
to develop procedures and instiutions at a. national level to.facilitate
dialogue annng political parties, comtnunities, organisations and other
groups, in arder ta preventconfiicts and disputes arising, in the ,future;
(e)
to develop progrannmes to ensure that persons sub.iecrcd
n persecution,
torture and other forms of abuse receive rehabilitative treatment and
suPqort;
(f)
to receive and consider complaints .from the public and to take such
action in regard to the complainls as it considers appropriate;
k)
to develop m.echanismsfor early detection of areas of potential conflicts
and disputes,and to take appropriate preventive tneasures;
(h)
to do anything incidental to the prevention of conflict and the promotion
of peace;
(0
to conciliate and mediate disputes amang communities, organisations,
groups and individuals ; and
(i)
to recommend legislation to e,xsure that assistance, including
documentation, is rendzrcd to persons affected by conflicts , pandemics
or other circumstances.

of National Peace and Reconciliation Commission
In addition to the report it is required to submit in terms of section 323, the
National Peace and Reconciliation Commission may, through the appropriate
Minister, submit reports to Parliament on particular matters relating to natianal
peace and reconciliation which, in the Comntission's opinion, should be brought to
the attention of Parliament.":
