Zimbabwe Human Rights Commission Strategic Plan 2015-2020 2. APPROACH AND METHODOLOGY This section outlines the approach and methodology adopted in the Strategic Planning process. 2.1 SCOPE OF THE STRATEGIC PLANNING PROCESS This Strategic Plan is the inaugural plan crafted by the ZHRC to guide the direction of its operations for the 5-year period to July 2020. The Commission proceeded to establish broad medium-term goals and associated outcomes, before developing a detailed Strategic Action Plan based on the Impact Plan and the Outcomes Plan, and following the balanced scorecard framework.
