This review is also a precursor to Heal Zimbabwe’s nation-wide baseline study conducted to solicit communities’ perceptions of what constitutes healing, peace and reconciliation. The baseline study establishes options for the NPRC progress indicators design and processes upon which the Commission and Civic Society Organisations (CSOs) will track achievements.

The month of April also witnessed increasing tensions between the government and its employees with the government failing to respond to the concerns of workers in the public sector. This led to another strike by nurses, which compromised the right to health care. The March 2018 strike by doctors was followed by a nurse’s strike on 16th of April. Vice President Chiwenga responded by firing all striking nurses violating section 65 (2) (3) of the Constitution, which recognises the right of all employees to engage in collective bargaining with the exception of the security service.

Sources inside and outside of Zimbabwe confirmed that there were numerous serious allegations of torture linked to him, and further investigations revealed that Dowa was part of the United Nations Interim Administration Mission in Kosovo (UNMIK) civilian police force (CIVPOL).

Falanga is unequivocally a form of torture and constitutes a serious criminal assault under Zimbabwean law. This form of torture has become particularly prevalent in the past five years. Although falanga has been reported in previous decades, it now appears to be very widespread indeed, and almost routine, both inside and outside of places of detention.

The violations of human rights that started as the state’s response to mass protests on 14 January, 2019 following the increase in fuel prices immediately took a widespread systematic character, the dominant actors being the Zimbabwe National Army (ZNA), the Zimbabwe Republic Police (ZRP) and suspected ZANU-PF militia. The systematic and sustained nature of the violations raises fear that this is becoming a case of crimes against humanity.
