ENACTED by the President and the Parliament of Zimbabwe. 1 Short title This Act may be cited as the Appropriation (2004) Act, 2003. 2 Interpretation In this Act“Estimates of Expenditure” means the Estimates of Expenditure for the year ending on the 31st December, 2004 (Cmd. R.Z.3, 2003), submitted to and passed by Parliament; “Vote” means a vote appropriation for the year ending on the 31st December, 2004, as specified in the Estimates of Expenditure. 3 Consolidated Revenue Fund charged with $ 7 408 410 103 000 The Consolidated Revenue Fund is hereby charged with such sums of money as may be required for the service of Zimbabwe during the year on the 31st December, 2004, not exceeding in aggregate the sum of seven trillion four hundred and eight billion four hundred and ten million one hundred and three thousand dollars. 4 Application of moneys granted Subject to section five and subsection (5) of section 24 of the Audit and Exchequer Act [Chapter 22:03], the moneys appropriated by section three shall be applied to the services detailed in the Schedule and more particularly specified in the Estimates of Expenditure. 5 Power of the Minister of Finance and Economic Development to authorise transfers between votes. (1) Where, in the case of any moneys appropriated by section three in respect of a particular Vote set out in the Schedule which are to be applied in terms of section four to any particular service specified in the Estimates of Expenditure, the administration or provision of such a service is assigned to a different Ministry, the Minister of Finance and Economic Development may direct that any portion of the moneys appropriated in respect of the first- No. 11
